About the PHOA

The Playa Homeowner Association, LLC was founded in 2003 by a small group of concerned residents who noticed that nobody was in charge of anything. Since then, the PHOA has grown into the premier (and only) homeowner association serving the temporary residential community of Black Rock City, Nevada.

Our Mission

"To protect property values, promote community standards, and ensure that radical self-expression is expressed in an approved color, at an approved volume, during approved hours."

What We Do

  • Enforce the Covenants, Conditions & Restrictions (CC&Rs)
  • Review and approve all architectural modifications, including domes, yurts, hexayurts, and anything described as "a vibe"
  • Conduct routine community inspections, both scheduled and surprise
  • Collect dues, assessments, fines, late fees, and fines on late fees
  • Maintain the Common Areas, including the Esplanade, the Open Playa, and the Porta-Potty Banks
  • Process resident complaints in the order they are received, approximately

Architectural Review Committee (ARC)

No resident shall construct, erect, inflate, or otherwise manifest any structure without prior written approval from the ARC. Applications must be submitted no later than 90 days prior to arrival and must include three (3) copies of site plans, an elevation drawing, a color swatch, and a statement explaining why it needs to be that tall.

The ARC meets every Tuesday at the Board Office. Typical review time is 6-8 weeks. Applications submitted after arrival will be reviewed next year.

Membership

Membership in the PHOA is mandatory and automatic for all residents. By entering Black Rock City you agree to be bound by our CC&Rs, whether or not you have read them, which most residents have not.
