The following is a summary of the most commonly cited provisions of the Declaration of Covenants, Conditions & Restrictions for Black Rock City. The complete document (412 pages) may be picked up in person at the Board Office for a $15.00 copying fee.

Article I - Property Maintenance

1.1 Dust. All lots shall be maintained with a uniform layer of dust not to exceed 2 inches in depth. Footprints shall be raked out by 9:00am daily.
1.2 MOOP. No Matter Out Of Place shall be visible from the street, the neighboring lot, or from orbit.
1.3 Rebar. All rebar stakes shall be capped with an approved cover. Tennis balls must be of a matching color.
1.4 Trash Receptacles. Trash shall be stored out of sight and packed out. Nobody else is going to do it, Brad.

Article II - Architectural Standards

2.1 Approved Colors. Shade structures, tents, and domes shall be painted or covered in one of the following approved colors: Desert Taupe, Playa Beige, Dust, Silver (reflective), and Slightly Different Desert Taupe.
2.2 Height. No flag, banner, or pole shall exceed 20 feet in height unless it is cool.
2.3 Lighting. Holiday or decorative lighting (including EL wire) shall not blink at a rate exceeding 2 Hz after 2:00am.
2.4 Lawn Ornaments. No more than three (3) plastic flamingos per lot.

Article III - Nuisance & Noise

3.1 Quiet Hours. Quiet hours are 11:00pm - 11:15pm nightly.
3.2 Bass. Low-frequency sound shall not rattle the fillings of residents more than two (2) blocks away.
3.3 Glitter. Glitter may only be discharged in designated Glitter Zones.
3.4 Fun. Excessive fun, as determined by the Board in its sole discretion, is prohibited on weekdays.

Article IV - Vehicles

4.1 Art Cars. All mutant vehicles shall be parked within the boundaries of the owner's lot. Fire-breathing elements must be extinguished while parked.
4.2 Bicycles. Bicycles shall be locked to a fixed object or, alternatively, considered community property.
4.3 Speed Limit. 5 MPH. This includes bicycles, art cars, and residents who are late for things.
